Even if they arnt outright quitting (i dunno, maybe they are and just havnt said anything) but I am seeing a lot less green lights on my rather substantial contacts list. Participation is down in most of the veteran-based corps I know. Could be SC2, could be WoT, could be despair over EVE's prospects and it's likely a combination of the three.
I know for my part the idea of no re-balancing, no substantive mechanic changes, no new PVP content, and probably only minor UI improvements if any is spirit crushing. EVE needs these things to stay fresh to keep vets from being bored, because the community that ties many of them to the game is shrinking at an increasing rate. EVE needs fixes and balance to keep new players hooked long enough to become invested in the community to repair the player base and retain the newbs.
Right now there is a massive communication gap since CCP has fixed their dev resources for the next 18 months on features players do not consider a priority, if at all relevant. And because of this and their subsequent actions, there is a trust and confidence gap that CCP will even address concerns successfully two years from now when it becomes possible (in 18 months teams will be free, then a 6 month dev cycle to actually plan/write/test the fixes).
I think most people are holding their breath to see if, in the face of such overwhelming and coherent opposition from their customers, CCP takes the opportunity to re-examine their plans to some extent and then produce concrete-feature-detailing dev blogs bolstering confidence that things will actually get better sooner rather than later.

CCP said their vacation was for July, so I'd guess they only just started having full blown meetings about this with everyone back at the office, if they're even all back right now. I'd have hoped they learned by now that the next thing the company says will need to be well thought out and substantive, that anything less will result in a new wave of rage and further lower confidence.
Give em some time to get it right, and there's always the chance that it will be the answer we're all hoping for. ---
